TREE CUTTING
The Town Council is requesting that there be absolutely no
cutting of trees within the Municipal Boundaries of Fogo including the
Water Shed area. Violators will be reported to the RCMP.
SNOWCLEARING
During Snowclearing, private driveways will not be
cleared. Business parking lots will be cleared during clean-up after all
roads have been opened. Council is asking for your patience and please
park your vehicles away from roadways to aid in snow removal.
CURB STOPS
If anyone wishes to have water shut off or turned on, 24
hour notice should be given unless it is an emergency situation. Council
has implemented a $50.00 fee structure for turning on or off water outside
of regular working hours and weekends.
FOR SALE BY TENDER
Four (4) new 32" x 72" interior slab doors.
Sealed tender will be accepted up to Friday, December 12, 2008 at 12:00
noon.
SIGNAGE
Certain individuals have been erecting signs in various
locations in town. This practice must stop and anyone who has erected
signs should have them removed.
GARBAGE COLLECTION
A few people are overloading garbage bags and this makes
it very difficult for our collectors to throw them up into the truck. We
have instructed our workers not to take bags of garbage they deem to be
too heavy.
REMINDERS
A permit is required for all building, renovations,
demolition, and repairs & maintenance. Permits cost $5.00 and are good
for one year.
The Department of Environment order regarding
"Burning Prohibition of demolition materials" is still in
effect.
Boil Water Advisory is still in effect. Residents are
advised to boil water for five minutes before use.
Santa Clause Parade will be on Sunday, December 14th
at 1:30 PM. Parade starts at Country Road and if you wish to put in a
float please contact Fire Chief Paul Torraville @ 266-2953.

ATV
USE IN THE TOWN
The use of ATV’s is not
permitted within the Town of Fogo’s boundaries. Most areas of our town
are zoned as residential or recreational and these vehicles do great
damage to the natural environment. Lately some of these vehicles have been
seen in the Simm’s beach and Bank’s Cove areas. These areas are park
and picnic areas and are easily damaged. Needless to say, ATV’s can’t
be used on town streets. Council will be asking the RCMP to keep a close
eye on the matter and residents are asked to report use of these vehicles
within the town.
BURNING
WITHIN THE TOWN
No burning of an type is
permitted within town boundaries. This regulation is set out in a
government directive. As a council, we are expected to enforce these
regulations and report any offenders. Should individuals break the law
they will be charged and the consequences can be serious. From now on
carry all garbage etc. to the island dump sites. Incidentally the old dump
site at Frenchmen’s beach is closed. Please do not dump or burn in this
area.
TRACTOR
TRAILER PARKING
Tractor trailer parking is
not permitted on the sides and shoulders of town streets. Such a practice
creates a danger for children, congestion of traffic flow, and in general
are unsightly. Council suggests that owners and operations of such
equipment find appropriate parking spaces elsewhere.
GRASS
IN GARBAGE
Council will not be
collecting grass as a garbage item. It is heavy, takes up too much space
at the dump site, and can be disposed of in other environmentally friendly
ways. If you have lawn cuttings, find a hollow on or near your property
and in a neat fashion, place your grass cuttings there. Do not use a
plastic garbage bag. Grass cuttings break down rapidly and become part of
the soil.
SEASHORE
PROPERTIES
Some seashore properties in
the town are in terrible condition. Besides being unsightly these
properties can be a danger to boats and neighboring property. We ask
offending individuals to correct these problems as soon as possible.
Council will be contacting some people in the near future, asking them to
deal with this problem immediately.
SPEEDING
Speeding and ‘squealing’
of tires are big issues for council. Because of our concern for residents,
especially children, council reminds all drivers to obey speed limits and
use common sense when operating a vehicle. Council will be posting warning
signs in the near future indicating the presence of children in an area.
The town speed limit is 40 km per hour.
PROPERTY
CARE
Council is very pleased
with the way the majority of homeowners are looking after their property.
Pride of ownership is evident and we commend you for doing your part in
keeping with our policy of promoting a clean and tidy community. However,
having said that we have a few areas in the town that continue to be sore
spots. We are encouraging individuals concerned to please make an effort
to improve their property as soon as possible.
Come Home Year begins in
early August and we would like for all visitors to boast about the
cleanliness of Fogo when they return to their homes. If you need advice

A
CALL FOR VOLUNTEERS
The Fogo Folk Alliance is
in need of volunteers to work during the festival. This year’s festival
plans to be bigger and better than ever and a huge crowd is expected.
Volunteers are needed on traffic detail especially. The Folk Alliance
wants to ensure that all visitors, residents, and children are safe during
that weekend.
We ask all young people to
come to the aid of their town. Phone up and volunteer. Just a few hours
from each will go a long way in making a smooth festival.

STAGES &
STORES
During the past two years Council has received funding
under the program Stages & Stores. Up to now, six buildings have been
restored and Council has now received additional funding for repairs &
renovations under the heritage program. To see if your stage or store
qualifies for funding please contact the town office. Deadline for applying to
Council for funding is May 2nd, 2008.
DOGS
The Town Council is receiving numerous complaints about
roaming dogs. Owners of dogs are hereby advised that once a complaint is
received every effort will be made to notify the owner(s). If the dog is seen
after the notification the information will be passed to the RCMP and the
owner will be charged.
STREETLIGHTS
Council is in the process of reviewing the town
streetlights. Over the next few weeks, Council will be rearranging some of the
streetlights in the town. This means, that some streetlights will be moved,
others will be removed and any area that has no streetlights new streetlights
will be installed. Any streetlights that are on private properties, not
lighting our town streets, the owner of the property will have the option to
take over the payment of the streetlights or they will be removed from that
property. Council would like to remind residents that we are just trying to
get the best lighting for the best price. In no way are we trying to take away
lights that are needed to light our streets.
CURB STOP KEYS
(WATER BEING TURNED ON AND OFF)
Council are reminding residents that to get your water
turned on or turned off, please give the town office as much notice as
possible. Also, curb stop keys can no longer be picked up by residents, a town
employee must turn the water on or off and the home owner or designate must be
present when the water is being turned on or off. Again, Council do not want
to cause any inconvenience but we must have control of the curb stop keys and
the opening and closing of all curb stops. Council is in the process of
setting new guidelines concerning the town water and residents will be
notified of any changes. If an emergency after hours or weekends, please call
Gordon @ 266-7352.
TAXES
Residents are reminded that the deadline for current taxes,
including poll tax, property tax and business tax is May 31, 2008. Water and
Sewer taxes are due at the end of March, June, September & December.
For anyone with tax arrears as of December 31, 2007, please
be advised that if these arrears are not paid in full by May 9th,
2008 water will be shut off without further notice and every effort will be
made to collect through a Collection Agency. To avoid such actions please make
sure your taxes are up to date.
COME HOME YEAR
So far this year the Come Home Year Committee has held two
very successful events. There are many more events planned over the next few
months with the highlights of Come Home Year taking place the week of August 4th
- 10th, 2008. For Come Home Year to be a complete success the Town
of Fogo needs all residents to participate in some way whether it would be
serving or preparing food, directing traffic, doing tours, etc...Right now
there is a shortage of accommodations in the town and we are asking all
residents if you have any space available to contact the town office @
266-2237. Remember the success of our Come Home Year will depend on the
efforts of our town’s volunteers.

SNOWCLEARING
This winter Council snowclearing is encountering the
problem of too many people pushing snow out onto town roads. During snow
clearing this snow is then pushed along into the driveways of other people. In
some cases, individuals are pushing snow across town roads onto the properties
of neighbours. These practices are illegal as well as unsafe. If snow falls on
your property it should remain there, it should not be dumped on the road to
be pushed on someone else. If this practice continues Council will be sending
out individual letters and laying charges.
Between the hours of 12:00 midnight and 8:00 a.m. vehicles
left on roadways interfering with snowclearing will be ticketed. This policy
has been in place during past years and will again be enforced this winter.
Citizens are also reminded that when there are heavy snow
accumulations, Council has to have a place to push snow. In this regard,
Council has a 50ft. right-of-way on either side of the main road and a 35ft.
right-of-way on by-roads. In this zone, Council can and will often have to
place snow on properties. Of course Council will do all that is reasonable to
minimize damage to people’s properties, however, should damage occur to such
things as fences, trees etc.. it is at the owners expense. Again, Council will
be as careful as possible not to do damage but remember in a big storm with a
large amount of snow already down some damage may be unavoidable.
WATER CURB
STOP KEYS
It has come to Council’s attention that some individuals
have made private curb stop keys and are using them to turn on and off water.
This practice is illegal. No individual is permitted to turn on or off water
except with the knowledge and permission of the town using the town key. This
key must be obtained from Council staff only, signed out and promptly returned.
Council requests that individuals arrange to have water turned on or off
during regular Council hours except of course in emergencies.
REGIONAL GOVERNMENT
Currently, representatives from our Council are sitting on
a committee at the request of government investigating the feasibility and
value of some form of regionalization on Fogo Island. As you are probably
aware, because of Fogo’s shrinking tax base as evidenced by fewer people,
the loss of businesses and the loss of the hospital the town is encountering
difficultly in meeting its debt payments. This effort at some form of
regionalization is an attempt to see if there are ways that Fogo Island
Councils can save by sharing some services. At this point, the process is in
its early stages, however, it is time for Fogo Council to ask citizens to come
forth with their views on this issue, an issue that could dramatically change
the nature of local government in our town. Please drop off your written
comments at the town office or express your views verbally to Council members.
Any information that you may need to formulate an opinion can be obtained from
Council staff or Council members. Hopefully during late
January or early February a public meeting will be held to give Council
direction on this issue.
NEW TOWN CLERK
On January 7, 2008 Mr. Gordon Hewitt began employment as
Fogo’s new Town Clerk. Mr. Hewitt brings a lengthy and varied work
background to this position and is looking forward to this new challenge. By
hiring a Town Clerk instead of maintaining the former Town Manager position
Council realizes a saving of approximately $15,000.00 from the administration
area of the town’s budget. In light of current Council finances other cost
cutting measures can also be expected.
FIRE HYDRANTS
During the past few years some residents living near fire
hydrants kept them free of snow during the winter. This is a very valuable
form of community spirit and volunteerism. We urge people to continue
shoveling fire hydrants out. The Fire Department and Council really
appreciates your effort.
A CHANGE IN WATER
AND SEWER RATES
Starting January 1, 2008 people who occupy a dwelling in
Fogo for a period of 1 day or longer during a calendar year will be required
to pay the full water and sewer rate of $420.00 per year. If a dwelling is
unoccupied for a full calendar year the water and sewer rate is $210.00.
BUSINESS GARBAGE
COLLECTION
Businesses are reminded that all cardboard boxes must be
broken down and tied up or compacted. Loose cardboard, paper, and cardboard
boxes will no longer be accepted. If this problem continues to occur business
owners will have to transport garbage to the dump site themselves.
DOGS
Lately too many dogs have been roaming around the
community. These dogs tear open garbage and become a nuisance to other people.
If you own a dog please care for it properly and see that it is under your
control at all times. In future,Council will involve the RCMP and SPCA in an
effort to solve this problem.
COME HOME YEAR
2008 has been declared "Come Home Year’ for the Town of
Fogo. This year marks the 25th Anniversary of the Brimstone Head
Folk Festival as well as the 60th Anniversary of municipal
government in Fogo. The focal point of the town’s activities will take place
during the week of August 4 - August 10, 2008. All residents, former
residents, friends and neighbours are invited to come and join in the
celebrations. A committee has already been put in place and is currently
looking for volunteers. If you are interested in volunteering, please call the
town office @ 266-2237. Your involvement is needed. Help our town celebrate.
